Another special design. This puzzle is antisymmetric. Every rotational symmetric clue come in pair. If there is a 0 on one side, there's a 3 on the other and vice versa. If there's a 1 on one side, there's a 2 on the other and vice versa.
There's been a bunch of antisymmetric Masyus already and my latest Tapa would kinda fall in that category too. It's an interesting property to explore. Think this one worked out nicely too.
